A comprehensive and full functional Railway Infrastructure includes a high number of railway-related items and facilities (track, signalling, communication, steering and train control systems) as well as also significant more non-railway-related facilities (power supply, buildings including low and medium voltage facilities, security and access control systems, access roads and structures).

As Infrastructure Director of Etihad Rail DB, it was my resposibility to assure that first section of implemented long distance heavy haul Railway Infrastructure can be operated in UAE without any safety limitations. Using an Infrastructure, which will be inspected and maintained on highest safety and technical standards, was the pre-condition to do all this. All earned experiences to operate and maintain stage 1 shall be considered and reflected for stage 2 and 3. Technical maintenance and operational essentials have been developed, implemented and optimized in stage 1, so design solutions for following sections of Railway Infrastructure can be evaluated and optimized accordingly. Know how transfer, briefings and "lesson learned" workshops for stage 2 and 3 had take place in Q3 and Q4 2018.

Maintenance for many technical disciplines are required to assure the availability of all parts of the railway infrastructure and the highest possible safety of the same. Possibility of continuously and uninterrupted operation is the pre-condition to fulfill costumers requirements and achieve contracted and internal KPIs, especially in terms of performed inspection and maintenance on safety-critical items (i.e. turnouts or train control components). All before mentioned activities have to be planned, organized, excuted, recorded and monitored by a comprehensive Asset Management System, measured by KPIs.

Main KPI for Railway Infrastructures:

a.) Safety performance (i.e. numbers of occurences, incidents per transported tons) 

b.) Operational performance (availability of trains / transport capacities, train delays, performance)

c.) Commercial performance (number of transported passenger or tons, operation / maintenance cost) 

Furthermore, steadily development and improvement of applied technical standards and work methods ensures optimization of required work effort as well as resilience of infrastructure facilities.
